Uruguay President Jose Mujica told AFP Wednesday that sales of marijuana will be delayed until next year because of difficulties in implementing the controversial law legalizing the drug. Implementation of the law was supposed to start this year and the government will be in charge of the entire supply chain from growing to sales.

It seems as if Uruguay is going to trump Washington state in putting together a completely state run system.
In comparison, in CO, we have a regulated system but no controls on supply or demand. Private enterprise is the engine, and there is no limit on consumption other than only hold 28g at one time.
In WA, we have a regulated system with central state control of supply. Private enterprise is the engine, and there is no limit on consumption other than only holding 28g at one time.
Both are variations on the classic US model for enterprise.
In Uruguay the state regulates, grows, and distributes at very low price, but with a maximum of 10 g per person per month and a maximum of 25 acres of grow space nationwide and only flowers with a 15% maximum THC content and only 5 strains allowed. A completely socialist system.
It will be interesting to compare the systems down the road a couple of years to see which one is working “better”, depending on what your value set is. The US system will undoubtably develop wide and deep supply lines, with extremely potent weed and concentrates that come in an almost infinite variety of strains. But at very high cost. The Uruguayan system will be dirt cheap (probably $1/g) but not very potent or varied.
