Texas Representative Elliott Naishtat introduced HB 594, which would have allowed people arrested for marijuana to demonstrate their medical necessity as an affirmative defense, was killed without a vote in a House committee. HB 594 would have also provided protection for doctors that discuss or recommend medical marijuana to their patients.
