Louisiana’s HB 103 passed a House Committee yesterday, after more than an hour of debate. While far from marijuana decriminalization, HB 103 would reduce absolutely ridiculous current penalties to still-too-harsh penalties for ‘habitual offenders’. Current law can land a person in prison for 5 years for a second offense and 20 years for a third offense. HB 103 would reduce this to up to 1 year for a second offense and up to 2 years for a third offense, and allow for current prisoners to have their sentences reconsidered.
