As several Latin American leaders focused the Organization of American States General Assembly on new possibilities for international drug control, civil society groups raised their voices as well, in favor of drug policies with a greater focus on health and human rights.

    "13 representatives were absent for the vote, which failed to pass by 4 votes", which is exactly why we need to be patient with the ballot initiatives and put them up in presidential election years. Quite simply, more people show up to vote in presidential election years. Let's go California 2016!
